From a technical point of view the electrical car is a vehicle that uses the chemical energy stored in a “energy tank" constituted by one or more rechargeable batteries feeding an electrical motor, in substitution or in addition to the internal combustion motor.
Vehicles using both electric motors and internal combustion motors are called hybrid vehicles and the batteries are recharged by an internal combustion motor. Thanks to the great torque generated by the electric motors, presently electrical vehicles show so good performances in acceleration to exceed conventional fuel vehicles, and thanks to new types of batteries, they can travel for hundreds of kilometres with a single charge.

The need to find a solution to the problems of the undeniable climatic changes of the planet provoked by air pollution and meanwhile to intervene effectively in order to reduce the unacceptable atmospheric and acoustic pollution of urban areas has stimulated the international community towards the search of strategies oriented to a sustainable development in the respect of the environment.
Adhering to the Kyoto protocol in December 1997, Italy has assumed the commitment to gradually reduce greenhouse gas to the atmosphere till arriving within 2010 to values comparable to those of 1990. The same applies to all European countries.
This means that strong measures will have to be adopted and a greater engagement will have to be put in pursuing the objectives.

In particular, for that refers to the transport sector, the indications given by the Governments include the development of transport systems with reduced energetic and environmental impact making no more postponable effective interventions really able to modify the present environment picture.
